We have level 1 dinos sold by fredex, and many people buy them because they are cute. Why not sell level 1 guns too? It is like an accessory for your level 1 dino, allows you to cosplay as a low level, and I've always wanted a level 1 yaeger because it looks like a clone blaster. The models exist in game, so it shouldn't be a very complex undertaking, but I imagine it would bring in some money.

I used to bully low levels with low lvl guns so they cant switch to a level 5 dino to kill themselves and respawn somewhere else to continue draining wouldnt exactly say they're useless

Lvl 1 Guns are useless. To make them useful, we need lvl 1 techs as well.
