No monitoring of chat? No GMs? No penalty for harassment?

Many of us are in the situation of being constantly harassed in the game by players who blatantly disregard the C.O.C. and have no respect for others. The tickets sent are rarely productive and you are losing players in large numbers because of poor response to our concerns. Please get us some GMs in the game and start imposing some penalties for breaking the rules.

It isn't exactly up to us who they choose for GMs and I doubt they'd allow it since I openly oppose a lot of the bad decisions they've made with the game. They don't like to be called out on their mistakes, much less have to address them.
