I think the problem here might be because of slow internet speed, try restart your router or internet source, close all windows such as Facebook, and try close WiFi of your other devices, then try again, and hopefully game works, otherwise you need to boost your internet speed by contacting internet company you deal with.

If it still didn't work, you can also try cleaning cache using CCleaner and restart pc, after following what Thround said.
