1. Town hall election positions are divided according to how much fame applicants are spending. If you didnt get the position you wanted for a long time, I would suggest collecting more fame than you usually do and then apply for the election. Apart from getting fame from buildings (which you can get only if you're in clan that is in alliance on your server and if the leader of this clan is willing to send you some) there are many ways to obtain fame. You can mine gold in claims and sell it for fame, you also have 1hr of combat time everyday that is rewarding you with equal amount of fame of your set, you can complete achievements and also if you are lucky and spot high levels doing cyber dino boss and join them you will also get some fame.
2. About drops, since you are not max lvl yet you can change your hunting spots to higher lvls. You will get multiple drops like x3 x4 or you can just simply hunt 35lvl mobs like that the lowest lvl item that drops is lvl30 so the lvl you need for upgrade. I would also suggest using drop rate gel for 30% higher chances of getting items that you want and well if you want to hunt on higher lvl than yourself you have to be prepared for harder time than usuall. Violent booster is good for that, potent also, if you don't have them use basic booster - and that's a must. Without it you will die too fast. Also watch out from 35lvl + mobs when you are attacking any kind of bandit - there will always be his friend that you need to kill too c:
