Hammer gun

I'm wondering about that is hammer's skill weak spot fire working correctly, because i have tested it with penetration and without it, 40 lvl hammer, 45 lvl damage tech and 45 lvl penetration. Without penetration it wasn't penetrating 40 lvl armor at all while using this skill with extra power, with penetration it was hitting only for 50 dmg more than usuall shots, using it with extra power, it's ridiculous. Is it working as intended or it's bugged and nobody is paying attention ? It would be good if developers woudl fix it.
