Fix ignore features

It seems to me that every few days a player I have ignored miraculously becomes unignored and talks to me. Can it be fixed so that once you ignore you must unignore and it cannot happen automatically?

I think it's usually a few weeks. I think every time there's a server restart it is auto unignored
