Pretty much in every game in existence higher levels are supposed to look stronger so I don't understand your point? Why would you want your dino to look fully evolved when you aren't even halfway through the game? I can understand if you wanted the max evolution at 50 or something but 20 lvl was good for a decade ago

Nope I'm lvl 42 in eu1 and got no complaints about evolution phases so your wrong. this is not an airport, no need to announce ur departure take care

It's not exactly that, but if you haven't noticed there's a gap in the order of evolution, the dinosaur or weapon changes at 20 and will only change there at 49, staying a lot of level without any significant change, leaving a feeling that it's not evolving, I simply led to believe that the devs made a new maximum level evolution for the dinos and weapons, because honestly... Why level up to level 55 just to see the dinos evolve into the same thing as before? It's not worth the effort and the only thing that would motivate me is just to get the rex.
