Boss Spawn Times

I have a question about boss spawn times.

The update says: One group every 3 hours.
But in about 3 hours we've killed 3-4 bosses without anyone summoning them.
How does it actually work?

Fr. I can't even quest because they spawn constantly randomly. One every 3 hours but There were more than 5 surely in 3 hours.

Not to forget they don't get cleared from 02:00 till 09:00 since people sleep.

ok maybe it is better understandable if you view it as a respawncooldown of 3 hours, if a group gets killed it takes 3 hours until a new one will appear. Spawns from lure kits do not count into this timer.

Why not clear them after 2 hours and spawn the next one 1 hour later. People leave/forget one minion and the boss never respawns.

1 group every 3h in each map, not for whole server. Although I can confirm that I encountered few groups in same map.

If you've seen more during the official 3-hour time frame, it's because someone put a lure kit there. Obviously, if you arrive late or don't look closely, you won't notice the lure.

Are you sure? That's what I thought when I was in CCV, when another elite group appeared out of nowhere after 30 minutes, but I noticed that there was someone with lure kits, Because he kept calling on about five more
