Synchronize elections

Why aren't elections synchronized?

I don't know how they are on other servers, but America_1's Town...
Marshall 1 & 2 elections end 1 day apart, March 3rd and March 4th.
Deputy 1 - 3 elections end March 5th (1 & 2) and March 6th (3).
Assistant Deputy 1 - 5 elections end February 25th (1 & 3), Feb 26th (2), Feb 28th (4) and March 1st (5).

I'm guessing District and Street elections are also unsynchronized.
I am curious why...?

And what happens if no one applies before the application deadline?
Assistant Deputy 3, 4 and 5 are open (no one has applied). So in 3 hours, if no one has applied for Assistant Deputy 3, the election will conclude in 27 hours without a winner or... will the time be extended?

Well, now I can answer my own questions.
The Assistant Deputy 3 election restarted (to 10 days) without a winner.

There has been so much blocking and monopolizing that there probably aren't enough retired Governors (not even in Clan steel romero "MEX") to apply for Assistant Deputy.
