Rex Extra Power battle cry makes enemies move slightly slower

It works too well, and is basically very useless against mobs. They just evade because it moves them too far. I think in addition to the hit chance down, enemies should also have a cold status effect, applied for 3ish seconds (i.e if you have stability, then you will be unable to control your dino for the same time that it is moving slower). Doing so, the ep bc can be used defensively but it also doesn't ruin offensive uses.
