I for one think that receiving damage alone while having its pros, still have plenty of cons:
  1. Allows Coelophysis to escape combat & run long distances simply by not fighting back.
  2. Makes group fights unentertaining, for players must receive damage to use their abilities.
  3. Have negative impact on Weapons balance, as weapons with strong effects (which they can't even use) are disadvantaged in terms of dealing damage without reliance on special effects.

A problem with the receive damage only method is that it discourages players from taking action. Attacking first puts you at a disadvantage - your opponent can simply wait for his extra power to get fully loaded and counterattack with a powerfull skill (like dodge). Or even waiting for a couple of shots is still advantageous since you will be able to use your skills faster than your opponent (in a mirror match)

I think Dealing damage would overall only bring advantage to good pvp players. Leaving the players who already have difficulties with the new balancing system more discouraged.
Pros:
It promotes the idea of getting first hits which is interesting...sneak attack I assume would be more common.
Favorable for PvP fanatics.
It could make unused implant like rage have a purpose( with rage implant, receiving damage generates power)
Cons:
Players will always be on edge guarding from sneak attacks.
Unfavorable for casual players.
It will stall out fights( Coel players will be waiting for the strong skill to happen and prepare to run away more efficiently)

Anyone though how much more Over Powered rex bleed would be if it was Only dealing damage which would give rage.

Not only the Bleeding effect of Rex and the Battle Cry effect, but there will also be the Dodge effect of the Para, the Vulnerability Effect of the Gatling, and the Acceleration effect of Coelophysis.

So, modifying the ways to generate extra power, would more or less cause an imbalance elsewhere.

(something which I don't think the developers would even be motivated to touch on again)
