Possibility to buy skins from shops on lower levels.

Why are skins in stores so expensive? As you level up, skins and clothes in shops become more expensive. I'm lvl 54, I can't afford a skins in the store.
Why not add the option to purchase skins (and clothes) at lower levels, just for look and not for statistics??
