Need help lvl 16

Hi guys, I just turned level 16 and I was trying to apply for the street ranger in town hall, but I can't click the apply button, and the above two buttons don't do anything either. Is there something that I might be missing? I would really appreciate any help!

Found the answer if someone needs it in the future Lolll. Turns out I have to wait till it reaches to the halfway line and then the applications are active. I spent 10k fame on it idk if that was too crazy lmao.
