Is the point of lowering the event ingredient drop rate so that players have to buy the missing biscuits to complete the event?
If so, I doubt you'll be able to do that, at this rate no one will be able to complete the event, either increase the event duration by 30 days or increase the drop rate a little more. Don't make the mistakes that discourage the community from playing or completing an event and force them to spend real money to be able to finish it, you'll get the opposite of what you expect.
