Increased Repair & Drain Speed for Site Combat

Starting 11:00 server time* on April 14, the the drain and repair speed will be increased for site combat to make it more reactive especially for the one hour conflict phases. Note: Feedback is welcome if that makes the site conflicts more fun.

Changes:

• drain speed increased from 10 to 20 points
• repair speed increeased from 5 to 10 points
