I think, it would be a good idea to make it so that each clan has gates that are "highly vulnerable" and gates that are "vulnerable". This would happen totally at random for half of a clan's gates. For gates that are highly vulnerable, attackers have reduced drain speed, and defenders get higher heal speed. That is, defenders heal faster than attackers.
Why is this useful? Most often gate swapping occurs because it is easier to attack than defend. If it becomes a massive pain to attack certain gates, then they'll have to be defended. This also favours attackers who manage to take a gate, because they are more likely to be able to hold on to it for at least a phase.
Alternatively, make it so that each clan can attack a random set of gates, and only those, during the conflict phase.
