Hello, where can I report a player for hateful chatting?

Theres this kid who keeps spamming the chat and making silly comments. I told him to stop spamming chat and now he is spamming me through whisper and has told an other player he will 'sew his mouth shut'. if you are on europe 1 you know who i am talking about.
