Fixed gate / claim drain bug and protection and vuln period bug

Issue summary: gates and claims cant be healed or drained

Description:
Explain Problem?: i noticed while afk that a friend of mine whos in a different clan walked inside of an attacked site that isnt theirs and started "healing" it and when i walked inside the circle i started "draining" it without getting duelist
also the gates are not healing at all or being drained

SIDE NOTE: the protection period and vuln period is bugged the minimap and map say 0 seconds left from protection period but its not changing at all

Where did it happen?: everywhere
How can it be reproduced?: by trying to drain or heal a gate

Looks like that the server hangs causing this. Guess that the latest changes caused it. Looking into it

also we cant pvp cuz when i tried attacking vakx or anyone they became red but i didnt attack them at all not even skills worked it kept throwing up the screen whether i wanna become an outlaw or not

Yes that is the same issue and should be fixed on the new PTR
