I dont see any reason on why pvp with friend is not allowed during conflict phase, which takes part most of the time and in my opinion it was a very unnecesary change. Now if you want to pvp or just attack your clanmates you have to wait 15 minutes to do it and then you only have 5 minutes to do whatever you want to do.
