Bug Report: Site Ownership Reset After Phase Change

I want to report a bug that has been happening with the new sites system. It occurs when a site is drained to very low HP (for example, under 1%)

In the attached screenshot, a DV site was drained down to 160 HP. When the attacking clan continued draining in the next phase, instead of capturing the site, it immediately went back to DV ownership. This forces players to drain the site all over again from full HP

Why this is a problem:

• It wastes players’ time, especially in wars when a clan might spend minutes draining a site only for ownership to reset
• It makes site battles unfair, because the defending clan keeps ownership even when attackers have effectively done all the work

Expected behavior:
When a site is drained in the new phase, it should transfer ownership to the clan that actually drained it, not reset back to the previous owner

If you're trying to replicate it, it will likely succeed every time. This also applies to gates that are already claimed by clans.
For example, if Clan A owns a gate and Clan B drains it to 0%, then drains it again in the next phase, the gate gets reset to 100% and is still owned by Clan A. I'm not sure if the gate level also remains the same.

Not able to reproduce it. On the inital post it might have happend that DV relaimed that building before the a clan could drain it on the next conflict. So that would be regular behaivor
