Bug in game or intentional feature?

According to achievements, I have done 72 quests for Baldur Whitmere. Yet, it is only 34% done in terms of help. Now normally the "do x quests for y" and "help y" achievements are fairly close together, so you only need to do 10-20 more quests at max to get both achievements. Is this a bug? or do I actually need to do another 140 quests for this dude?

Total help and amount of quests you do isnt same actually you may be unlucky and get no % of help during some quests that is if you refer to 34% in sense of total help.(some quest givers can have both achievement with amoutn of quests done and total help have as same but thats usually not in MM from my observation.
