I live in Venezuela, I have a verified PayPal account with a card, and there's enough money on my account to buy the coin pack I want. But when I try to buy it, this greets me every time. Do you have any idea of why this happens?

I tried using my PayPal account and both my Visa and Mastercard credit cards but every single time it doesn't work
