Freezer tech and Heat regulator rework

I had idea recently that freezer instead of randomly casting slow down effect, could slow down same as dino hits and heat regulator could counter it, as stability does with dino hits. Don't say that it would make heat regulator mandatory if people would use freezer, everyone already uses heat regulator.
In this way I think this tech would be more useful and would allow to fight in close range, if it would work similar as dino hits, in other words always slow down at least by half of speed, when heat regulator would be used, then it could slow down just little bit.
