it is clear as water that Dino Storm isn't your usual mmorpg. At the end of the day everything revolves around pvp. Since you wanna keep this zone system and not make an open world, i would say make the maps/zones different.
By that I mean make dangerous zones for pvp, safe zones and semi safe zones. I would say the outlaw system is a good base for this. On Safe/Semisafe zones you would be defended by the rangers or pvp would be disabled completly. When u kill a player in the dangerous zones, you would gain some loot like dds or xp. this would make ganking an option and ppl would start upgrading via player kills maybe.
If you hunt in danger zones as outlaw, you risk dds but maybe get better drops.
Necessary things:
protection should still be there
And maybe a cooldown on the same person so that u cant spawnkill someone.
